During the 1970s, the Type “E” coupler with a bottom shelf was developed as the Type “SBE” coupler and eventually became mandatory for all new and rebuilt cars as a minimum requirement. The prototype bottom shelf was designed to keep a broken knuckle from falling to the roadbed and presenting a derailment hazard.
